Don Boswell is a retired law enforcement administrator and technology manager who has lived in Twin Hickory in western Henrico County since 2000 and served on the HOA Board of Directors since 2016. He has also served on the Virginia Legislative Action Committee since 2016 and was elected President of VALAC in 2022. Don served on the CVC Nominating Committee in 2020 and the Education Committee in 2021 before being elected to the Board for 2022 and received his CMCA in 2020.

He retired in 2013 after serving as the law enforcement Deputy Director for Virginia ABC and then Director for Virginia DMV. He was the elected Sheriff of Henrico County and a Special Deputy U.S. Marshal before his state service. Prior to his law enforcement career, Don was a technician with the Virginia State Police, an engineer for ITT and an installation, service and then a branch manager for IBM.

Don has been a lifelong community leader in many civic, community, political and public service organizations. He is a past president of the West End Jaycees, West Richmond Kiwanis and Sandston Rotary clubs. He was recognized by the Jaycees as the 1989 Outstanding Young Richmond Citizen and as a 1990 Outstanding Young Virginian. Don is a 1992 Leadership Metro Richmond and 2006 Virginia Executive Institute graduate. He was the elected Henrico County Republican Chairman in 1990 and again in 2016.

Don holds several degrees from VCU ending with a Ph.D. degree in public policy and administration with a concentration in criminal justice. He is a past adjunct professor at VCU in criminal justice and Strayer University in business administration.

He and his wife of 49 years, Frances, have two grown children, six grandchildren and one very spoiled rescue hound dog.
